Store Return Policy:
Within 30 days, you can return or exchange a non working part.  After 30 days there is a 15% fee.   For working parts in good condition with full undamaged packaging a 15% restocking fee is applied if returned within 30 days.  Items over 150lbs are governed by a special large item policy.   ** Check to see if there is a local toolking in your area and try returning it there.  You may be able to avoid the 15% fee if you are buying other things.
